Usually under-age kids are released to thier parents when they get arrested. In Baltimore they can rarely find the parents, so they have to hold the kids somewhere. It's sad. Seriously though getting these parents involved is going to be really hard because you have to find them first. You'd be amazed at the number of children in Baltimore city who are abandoned by their parents. They are then raised by Aunts or Grandmothers who are already overwhelmed enough. I didn't know that. I wish my school could get a grant to get parents involved. It seems that PTA's are something that parents inheritly desire for their children. It would be interesting to see how schools get uninvolved parents involved. That may be harder than getting students involved. I do hope it works though.
