The Other Way We Ring In The New Year

Here in Baltimore aside from the annual fireworks show and countdown at Baltimore’s Inner Harbor, there is another way which this city traditionally rings in the New Year.
Every year on New Year’s Eve and New Year’s Day attention is paid to the city’s year end murder numbers.
For some who’d like to choose to forget about the violence which plagues this city, that choice is rendered nearly impossible when shortly before or after midnight one hears gunshots go off either close by or in the distance.
For some in this city not hearing gunshots sadly enough makes it an untraditional beginning to the new year.
If you need proof of these facts one might ask Baltimore’s top cop Commissioner Fred Bealefeld who I watched on WJZ shortly before midnight talking about the city’s year end murder numbers. Bealefeld has been battling to make the city safer for nearly 30 years.
The city had 234 murders in 2008, and this fact the Associated Press reports brought Baltimore to homicide levels not seen in earnest since the 1980’s.
AP reporter Ben Nuckols interviewed a criminologist who says however that a one year drop in murder numbers, may not signify a true short term gain.
Alan Fox of Northeastern University said in the AP article, ‘There is a certain degree of randomness with homicide counts. When cities have large one-year drops, they tend to go up the following year. When cities have large one-year jumps, they tend to go down.’
Still Baltimore’s police commissioner thinks that if you take illegal guns off the streets, it’ll go a long way.
Apparently it isn’t just talk by the commissioner, as evidenced by how he started off 2009.
Bealefeld himself was on street patrols, and along with a deputy helped arrest two men who he observed firing sawed-off shotguns.
The story really is an interesting read.
I wonder did he himself had to write up an incident report.
It’ll be interesting to see if the decrease in homicides can be sustained year over year.
Already there has been at least one murder in Baltimore this January 1, 2009.

Martial Law. The Italians, the Israelis, the Colombians, the Serbians, the English, and others have gotten good results by putting troops on the streets. Not only does using the military help to save the lives of innocent people, but, in the cases of Serbia and Colombia, doing so enhanced democracy by giving people the option of being part of the democratic process using civic institutions, hell, even cooperating with law enforcement, without fear of being harmed.

I disagree Mr. Wise.
Historically, martial law has been misused in an effort to stifle civil unrest in the shadow of oppressive and wrong-minded ruling bodies. (See: The Phillipines under Marcos, Poland in 1981, etc.)
I would also suggest that you speak to a few Serbians about the alleged benefits of martial law. They might have a different story to tell - one of kicked in doors, violent assaults and searches resulting in evidence-free arrests without due process. You would agree that is part of a democratic process, right?
Also, as someone of direct Irish ancestry (I'm first generation), I take offense to your suggestion that the British government's use of martial law produced "good results." Did you know that part of that act included the legal right to carry out the death penalty without trial? And that did not just extend to IRA volunteers...but to EVERY citizen of Ireland.
I can't even address the notion of using military force to shore up safety concerns in Baltimore City. Perhaps if you want things to get WORSE, then by all means, send in the military. The solution to moral/economic/social breakdown in a specific community is NEVER to apply pressure from the outside. That just doesn't make sense.

The use of interior ministery troops to enforce the state of emergency declared after the murder of Djindjic brought down Legija and substantially reduced the number of political murders in Serbia.
While elements of the British occupation where bogus and improper, the use of military forces against the IRA certainly kept the IRA in check.
As for using military forces, it worked in 1968 and it'd work again.

And the situation in Baltimore city is similar to serbia in what way? They're both home to mammals? By your statement I'm assuming you don't consider murders BY the military forces "polictical murders."
And actually, the use of military forces did not keep the IRA "in check"...that summer would prove to be the bloodiest of the entire war.

This is one debate i will have to watch from the bleachers! The ycktr vs iamwise debate is selling alot of tickets. Unfortunatly i couldnt get box seats(already sold out)so im stuck up here in the nose bleed section! Anybody got a kleenex?

Serbia in the early 2000s (I am referring to the post-Slobo period) was plagued by crimes committed by highly armed thugs that had little regard for law and order, a justice system that frequently failed to cage the animals, a police force that rarely caught them, and a apathetic citizenry that generally didn't care and was often subjected to threats and violence when they did care.
The Djindjic murder gave motivation to the Serbian government to get off their duffs and do something and an excuse to lower the boom. It was sad to read about sponsor girls, Ceca, and the families of local hoodlums having their sleep disrupted or having to spend a few days in dirty prisons, but that was a far better fate than those who were raped, murder, ethnically cleansed by their boyfriends, husbands, or family members.
I took your advice and talked with some former Yugoslavs.

I'm confused Mr. Wise. In your original post with respect to implementing martial law you said, "in the cases of Serbia and Colombia, doing so enhanced democracy." You do realize that the martial law directive included censorship of all media...including news and music right? Doesn't sound too democratic to me. But then again, if you're engaged in legally sanctioned looting and personal assault, democracy probably isn't a very popular topic.

In Serbia, exercising one's rights to freedom of speech, press, and association frequently led to journalists and even regular people being killed by criminals.
After the Djinjic murder and the subsequent declaration of martial law, many of these hoodlums were caged, their property seized, and thus their ability to strike at opponents was diminished.
In turn this allowed people to complain about crime, testify against criminals, and protest their activities without fear of getting bullets to brain.
In Baltimore, having the 82nd and 101st airborne divisions patrolling the West Side would increase democracy in Baltimore a number of ways. Here are two examples.
1)My freedom of speech would increase. I would have been more willing to testify against the hoodlums who vandalized my car, stole my money, and physically assaulted me if I knew military police and infantry were patrolling nearby and were able to render quick effective assistance. (More importantly, a strong military presence would have probably deterred the crime to begin with or ensure that the perps were caught.)
2)The good people on the West Side would have their freedom of association boosted by having the ability to tell the thug life element to get lost with a greatly reduced fear of retaliation. Plus, unlike now, there would be enough law enforcement presence to respond to complaints of drug dealers.
FARC, ELN, and the right wing hooligans like AUC used to terrorize Colombian residents. Criticism of these gangs was met with death. Even associating with the enemy (as defined by each gang) could result in execution by a group.
Then Colombia ramped up military spending, engaged in a rather effective professionalization program for its armed forces, and then brought down the hammer. AUC has been brought to heel, ELN is reeling, and FARC is teetering on collapse.
Colombians can now protest against the gangs, their cronies, and even the government with a much reduced fear of death. They can associate freely without fear of hanging out with the wrong person and dying because of it.
